Criminal Procedure Code, 1973, S.309 / Bharatiya Nagarik Suraksha Sanhita, 2023, S.346 -- Dowry Death and Cruelty -- Systemic Delay in Prosecution -- Trial Courts must treat cases under Section 304-B and Section 498-A IPC (Sections 80 and 85 BNS, 2023) as priority matters. Framing of charge is to be considered within 60 to 90 days of filing of charge-sheet, and recording of evidence is to proceed on a day-to-day basis. District Judiciary must identify and periodically review cases pending beyond three years. High Courts and States are directed to file compliance reports on pendency, disposal, and institutional measures every four months until pendency is substantially reduced.
