Registration of Births and Deaths Act, 1969, S.15 -- Birth Certificate -- Alteration of Father's Name and Surname -- Permissible where biological father absolves parental responsibility -- A mother is entitled to seek alteration of her minor child's birth certificate to incorporate the stepfather's name and change the surname where the biological father has absolved himself of all parental responsibilities and such alteration serves the best interest of the child. The altered certificate remains subject to the child\'s own option upon attaining majority.
